What before you drill in Mildura actually involves

The State's Groundwater Management 2030 statement names Lower Murray Water among the rural water corporations, with Goulburn-Murray Water, Grampians Wimmera Mallee Water and Southern Rural Water. Lower Murray Water says it operates along the Murray River in the municipalities of Gannawarra, Swan Hill and Mildura. This site does not say what the process is, what it costs or how long it takes, because those are Lower Murray Water's to state.

Other things to settle

The Victorian Water Register says use of groundwater resources in a defined management area may be restricted by orders made by the Minister for Water. This site does not say whether your address is in such an area.
