What changes a quote

What the bore is for comes first, because the Commission says the way you can use bore water depends on its quality. How the water tests comes second: water that can only be used for irrigation, gardens, livestock and industry is a different job from water you hope to use more widely. Where the bore goes comes third, since the Commission says to site a new bore as far as possible from drainage lines, feedlots and septic tanks, to fence it from stock with at least a 50 metre clear zone and to seal it. A pump and its connections are separate jobs again. An old bore on the property may need closing down.
